Each time I say "no" to a placement, I feel like I'm rejecting a child (or teenager). I hope somebody says "yes" to the 12 year-old girl who needs a forever home.

That is sad. How many of those calls are you continuing to get?
My parents are the ones who say yes to the older kids. Currently they have a 16 yr. old girl who has been with our family coming up on 10 yrs. A 15 yr. old girl who has been with us for 7 yrs., then a 12 yr. old boy for one year, and another 16 yr. old for the past two months and a 11 yr. old boy for two months as well.
The junk these kids have been through just makes you sick. It makes for some tough days. My parents have boundaries but nothing holds back their love for these kids.
